Current obstacles

Staffing a new fabIt needs about 2,000 skilled staff in a Dresden chip cluster where other fabs also grow; TSMC is sending some 600 engineers to start it.
Interior still to buildAfter the shell, the cleanroom interior, automated wafer transport and power and water hookups must finish before any tool can be installed.

Physics limits

Fabs take years to build and rampThe cleanroom must be kept almost free of dust and hundreds of tools installed and tuned one by one, so going from an empty shell to full output takes years; here, groundbreaking in 2024 to full capacity in 2029.
Yield is learned, not installedEach fab has to tune thousands of process steps on its own tools; new sites start with lower yields than the mother fab until defects are tracked down.
Huge water and power needsMaking chips uses large volumes of ultrapure water and steady power; a supply cut can scrap every wafer in process, so sites need firm utilities.

Model

An open foundry with customers as owners

Bosch, Infineon and NXP each own 10% and will buy chips, but any customer can order. TSMC runs the fab with its own processes.

Mature, proven processes

28/22 nm and 16/12 nm are years old but suit car controllers, sensors and radio chips, which value reliability and cost over raw speed.

FinFET

3D transistors for lower leakage

At 16/12 nm the transistor channel is a raised fin wrapped by the gate on three sides, which cuts leakage current versus flat transistors.

Extras

Built-in memory and radio options

The lines are planned to add embedded flash, RRAM, MRAM and RF features, so one chip can hold logic, memory and wireless parts.
