The brief

Analyst view
  • Three AP1000 units, 3,750 MWe in total; the first is due in commercial service in 2036, the last in 2038.
  • EU approved the state aid in Dec 2025: PLN 60B of equity, guarantees on all debt and a 40-year price contract.
  • Main EPC terms agreed with Westinghouse-Bechtel in Sep 2026; the contract is to be signed by end of 2026.

Technical approach

As reported
Design

A proven US reactor, built three times

PEJ chose Westinghouse's AP1000, an existing licensed design, so Poland copies a proven reactor instead of developing its own.

Contract

Designer plus builder

Westinghouse supplies the reactor technology and Bechtel runs engineering, procurement and construction, working as one consortium under a single contract.

Money

State equity, state-backed debt

The state puts in about 30% as equity and guarantees the rest as debt; a contract for difference fixes the price the plant earns for 40 years.

Licensing

Site first, then reactor

The regulator first cleared the site's geology, seismic and flood risks, then received a 40,000-page construction licence application.
