Federal judge grants Dominion an injunction; CVOW construction resumes

Judge Jamar Walker of the federal court in Norfolk granted Dominion a preliminary injunction, so CVOW construction can resume while its lawsuit against the Interior Department continues. He found the order did not explain how building this particular project threatened national security.
- Ruling issued Friday 16 January 2026, after a stop-work order dated 22 December 2025.
- Dominion said the pause was costing it about $5M a day.
- The judge noted security concerns would more plausibly arise once turbines operate, not during construction.
- At the time, first power was expected within weeks and completion later in 2026.
