Monero hard fork raises ring size to 16 and adds Bulletproofs+ and view tags

Monero upgraded at block 2,688,888, raising the number of possible senders in each payment from 11 to 16. It also switched to Bulletproofs+, which make transactions slightly smaller, and added view tags, which speed up wallet syncing. The fork had slipped from July.

• Ring size up from 11 to 16.
• Bulletproofs+ cut transaction size by about 5 to 7%.
• View tags cut wallet sync time by roughly 40%.
• Originally planned for July 2022, moved to August 13.
