Court lifts second federal stop-work order on Revolution Wind; construction resumes
Judge Royce Lamberth of the federal court in Washington DC granted an injunction against the December 2025 order that had suspended work on Revolution Wind for national-security reasons. He found the developers likely to win on the merits and likely to suffer irreparable harm. The project was nearly 90% complete, with 58 of 65 turbines installed.
- The suspension order was issued on 22 December 2025, for 90 days.
- Ørsted said the halt cost more than $1.4M a day.
- 58 of 65 turbines were installed when work stopped.
- It was the second stop-work order on the project; the first, in August 2025, was also lifted in court.
