Base enables permissionless fault proofs on mainnet

Base switched on permissionless fault proofs on mainnet, built with Optimism. Anyone can now propose the L2's state and challenge faulty claims, rather than relying on Coinbase as a trusted proposer. It moved Base from Stage 0 toward Stage 1 decentralization.
