NEAR ships dynamic resharding and NIST post-quantum ML-DSA signing on mainnet

NEAR Protocol released network upgrade 2.13 with dynamic resharding that automatically scales capacity based on demand, completing the original Nightshade vision. The upgrade also added NIST-approved FIPS-204 (ML-DSA) quantum-resistant signing, making NEAR one of the first layer-1s to ship a post-quantum cryptography scheme.
