Stage: Scaling (5 of 5: Research → Proto → Pilot → Deploy → Scaling)
Updated: last update 2026-09-01, facts checked 2026-10-11
Goal: Nearly double the solid rocket motors Northrop makes each year. Motor supply limits how fast the US and its allies can build interceptors such as PAC-3 and THAAD and many other missiles.
Status: Elkton propulsion center opened Sept 2026; aiming for 25,000+ motors a year by 2029, up from 13,000 in 2024.
Next milestone: Allegany tactical motor capability tripled (vs 2021), target 2027

## Upcoming events

- **2027**: Allegany tactical motor capability tripled (vs 2021)
- **2028**: Propellant capacity near 50 million lb a year
- **2029**: Output above 25,000 motors a year

## Most important updates

- **Sep 2026**: Northrop opens Propulsion Innovation Center in Elkton, Maryland, part of a $100M expansion. Northrop opened a 57,000 sq ft Propulsion Innovation Center for about 250 engineers at its 550-acre Elkton campus, part of a $100 million investment. - **3 Aug 2026**: Northrop signs $3B in frameworks to add PAC-3 MSE motors and boost THAAD parts output. The Pentagon signed two multi-year framework agreements with Northrop, in coordination with Lockheed Martin, worth more than $3 billion. - **Jan 2026**: Navy picks Northrop Grumman to develop a 21-inch second-stage rocket motor, $94.3M. The US Navy awarded Northrop $94.3 million to develop and qualify a new 21-inch second-stage solid rocket motor for its extended-range missiles, aimed at fast and hypersonic threats. ## Current obstacles

- **Becoming a second PAC-3 motor source**: Northrop's PAC-3 MSE motor must be qualified alongside the incumbent, Aerojet Rocketdyne, before it helps triple Patriot interceptor output by 2030.
- **Scaling propellant and people**: Going from 30M to nearly 50M lb of propellant a year needs more mixing, casting and curing lines, and Elkton alone plans over 30% more staff.

## Physics limits

- **One flaw can burst the motor**: A void or crack in the cast propellant adds burning surface and spikes the pressure inside, which can rupture the case. Every motor must be cast flawlessly and inspected, which slows output.
- **Explosives need space**: Plants handling tonnes of energetic propellant need wide safety distances between buildings, so capacity grows on large campuses (Elkton covers 550 acres) and new lines take years.

## How it works

### Propellant: Fuel cast as a solid rubbery block

Oxidizer and powdered metal fuel are stirred into a liquid rubber, poured into the motor case and cured solid. It holds its own oxygen, so it burns anywhere.

### Grain shape: The hollow core sets the thrust

The motor burns from its inner surface outwards. The shape of the core sets how fast that surface grows, so thrust over time is fixed by the mould, not valves.

### Three sites: Utah, West Virginia, Maryland

Promontory, Utah; Allegany, West Virginia for tactical missile motors; and Elkton, Maryland, which designs new motors such as the Navy's 21-inch stage.
